Garrison and rally groups
Troops standing at a base defend it. New units gather where you tell them.
Your Army and Navy groups standing still close to a base are its garrison, and they defend it in a fight. Groups join or leave the garrison just by moving.
A base can have a rally group for the Army, the Navy and the Air Force: newly trained units join it straight away. Without one, they join a group nearby or form a new one.
